Al-Zaytouna Centre is pleased to present this peer-reviewed study, in Arabic, by Ashraf Badr, entitled “The Palestinian Authority: A Legality or Legitimacy Crisis?.”

The study examines the Palestinian Authority’s (PA) crisis of legitimacy, asking whether it is temporary or structural. It further explores how the PA has exercised authority amid this crisis and the mechanisms through which it has sought to consolidate control?!

The paper focuses on the internal drivers of the crisis while recognizing the influence of external factors, particularly regional rivalry between the “resistance” and “moderate” axes and pressure from Israel and the US. To limit the scope of the study, it focuses primarily on internal factors, not because they are more important than external factors, but because the two are so deeply intertwined that they are difficult to separate. The paper analyzes the PA’s conduct without adhering to a strict chronology and employs a historical-analytical approach based on a review of the relevant literature.

The paper seeks to diagnose and analyze the nature of the crisis facing the PA, on the premise that sound diagnosis is the first step toward addressing it and, ultimately, changing the status quo. It adopts a critical perspective on the PA’s experience rather than evaluating its strengths and weaknesses.

The paper concludes that the PA is facing a structural crisis rooted in eroding legitimacy, which has weakened its political standing. Without a broadly supported national project that commands the agreement of most Palestinians, the crisis is likely to persist.
