Al-Zaytouna Centre is pleased to present this peer-reviewed study, in Arabic, by Mamoon Kiwan, entitled “The Outcome of the Twentieth Israeli Knesset’s Legislative Process: Laws and Bills 2015–2019.”
This study examines the Knesset’s legislative process, including its mechanisms, objectives, and procedures for enacting laws across diverse areas. More specifically, it analyzes the mechanisms and objectives of the “Occupier’s Law” by reviewing the legislative output of the 20th Knesset (2015–2019) and tracing the stages and pathways through which legislation moves from initial initiatives or bills to enacted and enforceable laws.
The study concludes that the legislative output of the 20th Knesset, including enacted laws and bills that did not reach final reading, was, overall, not grounded in the principles of justice, freedom and human rights, nor in international humanitarian law or the broader body of international law governing states. Rather, it reflected the foundations of an apartheid system, advancing discriminatory and Judaization-oriented legislation that supports Israel’s occupation and settlement enterprise. Thus, these laws function as instruments of the colonizer-occupier and reinforce its policies.
