Al-Zaytouna Centre is pleased to present this peer-reviewed study, in Arabic, by Ashraf ‘Uthman Badr, entitled “Neopatrimonialism in the Palestinian Authority.”
This study examines the Palestinian Authority’s (PA’s) system of governance, its defining characteristics, and the extent to which it conforms to the Neopatrimonialism model, or “new paternalism.” It also analyzes the challenges facing the PA, the nature of its political system, and the subjective and objective factors shaping its political structure, foundations and objectives.
The study is significant in demonstrating the persistence of the Neopatrimonialism model in the PA’s system of governance from its establishment to the time of writing. It further shows that the PA’s current predicament is structural and predates its establishment, rooted in the dominance of an authoritarian approach, a defining feature of Neopatrimonial governance.
The study concludes that overcoming this “predicament” requires the PA to change its “approach” and, consequently, its “structure.” However, this may prove difficult. A more plausible alternative may be for the PA to transform its structure and once again become a national liberation movement free of binding commitments. Nevertheless, experience has shown that the two approaches, that of the PA and that of a national liberation movement, are difficult, if not impossible, to reconcile.
