Al-Zaytouna Centre for Studies and Consultations has issued a scholarly paper titled “The Impact of the Israeli War on Societal Security in the GS: A Study on the Challenges of Disrupting Law Enforcement Agencies, 2023–2025.” Prepared by researchers Diya’ al-Safadi and Bakr al-Dabous, the paper examines the profound transformations that the Gaza Strip (GS) experienced during the Israeli war and the ensuing severe collapse of societal security resulting from the systematic targeting of law-enforcement institutions.
The study shows that, from 7/10/2023 until the ceasefire entered into force on 10/10/2025, Israel sought to undermine societal security, one of the core pillars and dimensions of the human-security framework, by bombing police stations, killing officers, and destroying courts, public prosecutors’ offices, the Bar Association and human-rights institutions. Its objective was to dismantle the legal system in the GS and further entrench conditions of disorder and security breakdown.
The paper further reveals that the paralysis of law-enforcement bodies resulted in an almost complete collapse of the justice system, as security agencies withdrew from performing their duties due to direct destruction. This vacuum facilitated the spread of armed robbery and looting, along with a rise in offenses targeting both public and private property, in the absence of effective deterrent measures. Consequently, a complex security environment emerged, posing a serious threat to societal stability.
The study concludes that restoring societal security in the GS can only be achieved through a comprehensive strategy that integrates international support, judicial digitization, legal accountability and community empowerment. Such an approach would help rebuild trust between citizens and legal institutions and reinforce the foundations of security and stability in the post-war period.
