Al-Zaytouna Centre for Studies and Consultations has published a new academic paper by Shaima’ Abu Sa‘dah titled “Israel’s Recognition of Somaliland: Geopolitical Drivers and Implications for the Palestine Issue.
” The paper examines the geopolitical drivers behind Israel’s recognition of Somaliland and its potential implications for the balance of power in the Red Sea and the Horn of Africa, as well as for the political, legal and demographic dimensions of the Palestine issue. It also analyzes the strategic considerations underlying the recognition, places it within broader regional shifts, and explores possible future scenarios.
The paper traces Somaliland’s historical and political background and the evolution of its relations with Israel. It also examines Israel’s efforts to expand its regional presence, safeguard its security and strategic interests, and leverage Somaliland’s geographic location to advance its interests in the Red Sea.
Furthermore, the paper assesses the recognition’s regional and international implications, particularly its potential effects on the balance of power in the Red Sea and the Horn of Africa, amid competition among regional and international powers for influence, ports and maritime routes.
With regard to Palestine, the paper explores the implications for Jerusalem’s legal status, debates over the future of the Gaza Strip, and the potential use of regional shifts to advance arrangements for the resettlement of Palestinians, along with the possible political and legal consequences of such arrangements.
The paper outlines four possible scenarios: the development of the relationship into a strategic partnership; the continuation of recognition as a largely symbolic gesture; a decline in cooperation under regional and international pressure; and the incorporation of the relationship into broader arrangements concerning Red Sea security and the Palestine issue.
The paper concludes that the impact of the recognition will depend on regional and international power dynamics and the ability of both parties to translate it into a substantive partnership, amid continued competition for influence in the Red Sea and ongoing developments in the Palestine issue.
