Al-Zaytouna Centre for Studies and Consultations has published the Situation Assessment “ ‘Ain al-Hilweh Events and Their Prospects,” by Ra’fat Morra, in Arabic.

After the assassination of the Palestinian National Security Commander in Sidon, Brigadier General Abu Ashraf al-‘Armushi, clashes renewed in late July 2023, between the Palestinian National Security Forces (NSF) of the Fatah movement and a number of Islamist groups in ‘Ain al-Hilweh refugee camp (RC). The ceasefire efforts announced by the Palestinian factions have failed more than once, and the efforts of the investigation committee to identify the killers have also failed. Over the weeks, the fighting became more intense, however none of the fighting parties could achieve any military progress.

As local, regional and international factors remain the same, the assessment rules out the possibility of resolving the battle or handing over wanted persons. It indicates that there is a possibility of achieving a truce, however, as long as the underlying issues causing tension remain, the situation will remain fragile, thus causing huge losses to the ‘Ain al-Hilweh RC, the Palestine issue, and the future of the Palestinian presence in Lebanon.

The assessment calls for reaching a ceasefire under Palestinian-Lebanese auspices, the withdrawal of militants from the streets and UNRWA schools, and the return of students to their schools. It calls for the quick resolution of the fugitives’ issue, who are wanted by Lebanese authorities; the immediate return of the displaced; and importance of paying compensations for human and material losses.

The assessemt points out to the importance of the Palestinian Joint Action Committee, which includes all Palestinian factions, however, it must not take decisions unilaterally. It stresses the importance of federations, unions, and civil and popular action institutions in serving the Palestinian community in Lebanon, deepening its solidarity, and giving a good impression about the Palestinians of Lebanon.

At the end, the assessemnt calls for the protection of the Palestinian community in Lebanon and lifting the cover off any party seeking to tamper with the security of Palestinian community, distort its image, increase its suffering, dismantle the RCs, and divert the focus off the original agenda, which is liberating the land and holy sites and returning to Palestine.
